Payroll Outsourcing

SAMS HR Consulting also provides/ has provided payrolling support in respect of outsourced staff to a number of development organizations that include Save the Children Fund (UK), UNFPA Nepal and the World Health Organization (WHO) for the Revised National Tuberculosis Control Programme (RNTCP), National Vector Borne Disease Control Programme (NVBDCP), Integrated Disease Surveillance Project (IDSP), the National Leprosy Eradication Programme (NLEP), and the Foundation for Innovative New Diagnostics (FIND)

Staff on our payroll have included national, Delhi-based professionals , as well as field staff across the country.

Terms of reference for payrolling engagements have tended to include monthly payroll generation, salary disbursement, cafeteria reimbursements, statutory compliances, insurance cover provision and cash flow management.

In addition to these, we have also been lending support in employment contract generation, claim processing, triangulation exercise, leave accounting and full & final settlements Terms of reference for some engagements have tended to extend beyond payrolling to include recruitment for attrition, performance appraisal, activity tracking and reporting, technical cum financial assurance, travel facilitation, facilitation of large-scale meets and trainings, provision of mobile phones, data cards & laptops and institution of vehicle hiring arrangements.

Performance Appraisal

SAMS has tried to develop a formal system for the documentation and appraisal of job performance of staff in an organization. This process has been designated as the Performance Appraisal and Management System (PAMS).

PAMS is a systematic attempt to internally articulate job expectations, aligning individual and programme goals and ensuring individual commitment to the same. PAMS endeavors to provide job/ role clarity to all staff in an organization, simultaneously enhancing the likelihood of programme success.

Appraisal Period

  • The appraisal period comprises the complete contract period of 12 months. However, the appraisal period may be changed, based on programme needs.


  • Appraisal is done on a range of qualitative aspects by the Appraising Officer
  • A feedback is received at the end of the appraisal process.
