NACO (National AIDS Control Organisation) is a division of India's Ministry of Health and Family Welfare and provides leadership to HIV/AIDS control programme in India through 35 HIV/AIDS Prevention and Control Societies, and is "the nodal organisation for formulation of policy and implementation of programs for prevention and control of HIV/AIDS in India.

Project Description

SAMS has been a Procurement Agent (PA) for NACO, with responsibility of handling the procurement of goods and services to meet NACO's requirements, all the while ensuring value for money, efficiency, transparency, probity and adherence to the IBRD Guidelines. As the PA designate, SAMS is required to do e-procurement for all the goods and services using the Central Public Procurement Portal (CPPP) of Govt. of India designed by National Informatics Centre (NIC), and as per directives issued by Department of Expenditure, Ministry of Finance, Govt. of India. SAMS procures drugs, equipment, goods & services as per the indents provided by NACO and, following World Bank Guidelines and GFR, 2017. SAMS ensures compliance of processes involved in procurement as per specified threshold limits. SAMS is responsible for award of the contracts to eligible bidders, tracks supplies, processes invoices and releases payments to suppliers on behalf of NACO. SAMS arranges pre-dispatch and post-dispatch inspections for the commodities, drugs, medical supplies and equipment; Arranges for custom clearances and deliveries to the consignees; Arranges appropriate insurances, wherever required and handles all issues relating to contract enforcement, warranties, recall, claims etc. SAMS releases payments to suppliers of goods and services in accordance with agreed terms of payment and coordinates with suppliers to ensure smooth flow of drugs, equipment and consumables. All on-going support and data inputs for projecting procurement requirements and follow-up to ensure timely supply is provided along with concurrent support/data inputs to NACO and all SACS with respect to inventory management.
